DBx, IMHO, is just not fast (or fun) enough for fantasy. I saw a demo game at Salute, last year, which was positively glacial. It's also more complex, which makes it harder for non-wargamers to participate.
Re magic and HoTT, there are ways of doing magic better within a HoTT-based system, but we've tended to avoid them to keep the system simple and accessible. We do use HoTT "Gods" to represent some spell effects.
At Continuum we used Command and Colors, Ancients rules with some spell rules added, and special rules for the more gratuitous effects... my favourite of which was Cragspider's Pillar of Fire, which looked like a tactical nuke!

There are several DBM fantasy variants out there. I found one I'm quite
fond of, but unfortunately I can't remember the name (or have a link
handy) at the moment. I'll write a post when I have my printed copy in
hand.
