Thinking around the problem, I find myself more in sympathy with your orriginal
possition. The High otherworlds (godplane, spirit world, essences) are connected
to the Ultimate. The great Chaos entities (gods) have substituted their link
to the ultimate with one to the Void so they cannot dwell in the High
otherworlds.
This contrasts to the way in which Orlanth, Yelm, etc died, went to Hell but
then were 'illuminated' and reborn, except that Thed & Co. embraced Chaos
instead of opting for illumination and rebirth and so are stuck in Hell even if
they orriginated in the Godplane, or High otherworlds.
Obviously gods and great spirits that either dwell, or even orriginated in the
Underworld are contactable and available for worship, so I don't see why this
can't be extended to at least some Chaotics.
The Outer Darkness sounds familiar. I think you've used this term before for the
place where the Unholy Trio did their thing - the boundary region between the
Underworld and the Void. I can't see how chaos can inhabit a truly new
otherworld
in Glorantha, after all chaos doesn't create new things but corrupts old ones.
